The Housing Choice Voucher Program (formerly Section 8) is the federal rental-assistance program where eligible low-income households receive vouchers that cover a portion of rent paid directly to the landlord. For mobile-home-park operators, accepting voucher residents requires HUD inspection, signing a Housing Assistance Payments contract, and accepting the program's rent caps. A growing number of states ban source-of-income discrimination, meaning operators in those states cannot refuse to consider voucher applicants. Source-of-income discrimination is one of the fastest-growing fair-housing complaint categories.
